Most if not all charity calls are placed by commercial fundraisers who commit a barely legal form of fraud by turning an alleged charity cause into a profit venture. As commercial entities, hired call centers are expected to honor an internal no-call list and add any number upon request. Break that order, the FTC declares, and ''the telemarketer may be subject to a fine of up to $16,000.'' They are also covered to a point by other regulations for telepests, so you can report abandoned calls, canned calls to mobile phones, and so on.

Just Got A Call From 410-213-0093, When I Picked Up The Phone, The Guy Who Spoke To Me Said That He Was From Foturnal Order Of The Police, [***], It's a Scam!!
Just got another call from this # - the guy said the call was being recorded & that it was from the Fraternal Order of Police doing a fundraiser - I told him I was too busy to listen - I'm sure it is a scam.
This number calls twice per day almost every day. I never answer and they never leave messages. So I called the number hoping to remove my number though the automated system, and some guy answers the phone "hello?" like he's at home or something.
