My best guess is that this is one of those robo-diallers trying to establish what phone numbers are in use. It works like this: they call, you answer proving that your number is a legitimate number, they then sell your number to anybody willing to pay for a list of legit phone numbers. There is no defense other than not answering a call from a number you don't recognize.
