I got someone on the other line by pressing 5.
They claimed to be from a company called "The Discount Center" and I asked to be removed from their calling list. They said it would take 48-hours.
This was the second time today from them (412-188-xxxx) and I used to get about 2-3 calls every day.
When you try to call back, the number doesn't work - this is called Caller ID Spoofing and is ILLEGAL:

Got a call from this number today around 5:30. Didn't bother to answer it since it's a fake number. Will be reporting this to DNC even though the number is fake. Will be reporting this also to Harrisburg.
Have received numerous call on my home phone and cell phone from this number. Supposedly from Duquesne Light calling to tell you how to lower your rates. Called Duquesne Light today. Representative said a legitimate number, but not Duquesne Light. It is a competitor trying to get you to change from Duquesne Light with offer of lower rates.
