I received a call from 412-206-5001 to my cell phone.  It has to be a robo-call as only five people on the planet have this number. I let unknown numbers go to voice mail. No message was left.

They have called several times and never leave a message. I have no idea how they got my phone number. I never put my cell number on anything. I tried calling the number back and each time it's a busy signal

Unfortunately, pressing 9 or any number does let them know you're phone number is valid. I made the same mistake myself over a year ago. It's similar to when you open Spam email and download the images, it tells the spammer's email system that your address is valid and you will get bombarded with more Spam. The best thing to do is ignore calls from any number that you don't recognize. Many of these calls use software that spoofs the number that displays on your caller ID, and the actual calls may be coming from overseas.

This post is for everyone that says you're on the Do Not Call list:

The fact that you're on the Do Not Call list does NOT matter to scam callers. Legitimate companies subscribe & abide by the list, but scammers do not. Although the government can be blamed for many things, this isn't one of them. Many of these scam calls originate from overseas, and the numbers that display on your called ID are spoofed/faked through software, and aren't coming from anywhere near the location of the number displayed. Also, pressing ANY option to remove your name from their calling list only makes it worse. It basically tells their system that your number is valid, and they'll only keep calling, or you'll receive calls from completely different numbers. It's similar to when you open a Spam email with the images downloaded. There's a hidden pixel that tells their email system that your email address is valid. Many cell and landline phones have some type of call blocking feature where your phone won't ring, and if they don’t, just ignore the calls, as annoying as they are. You can try sending a detailed complaint to the FTC and FCC as well.
