Its a scam, the real IRS doesn't cold call you like this. They do things ala mail..

We received about 6 calls from this number in an hour, asking for all kinds of personal information and saying very rude and profane things to us when we wouldn't give them the information.
Yup just tried scamming my bf unfortunately he gave them his information but I stopped him before he gave them the numbers off the card, they asked him to go to walgreens or Walmart n get a vanilla card they consistently called over and over again he told them he knows its a scam n he doesn't wanna go thru with the loan they told him somethin about due to the government shut down the sensis buru or something is why he needed proof of money they then proceeded to call the following day I told them there is no need for him to put money on a card I said u should be able to run a credit report on him with his information he had given and see if he is elegable I had asked them what information they had and all he kept stressing is the money on the card I said no this will not be happening and hung up, if they call again we will b reporting them 4123425573
