This may be Equitable Gas - a Pittsburgh based natural gas utility company. It would be a collection call. They frequently call at all hours of the day and on my cell phone (which I thought was illegal for debt collectors) and never leave a message. Their caller IDs are usually obstructed with random digits, or say "unknown number".
