Robot caller for "Your American Veterans".  Ask if it's a robot and it will respond that it's only allowed to answer with "scripted responses" and will then transfer you to an agent.  It almost sounds as if they're trying to mask the identity of the agents by altering their voices or they just have extremely poor quality voice over IP connections -- I.E. "low bandwidth".
