Got a call yesterday from this number with a "1" prefix as though it was being called from outside the area code. Got another call from this number just a short while ago. Didn't answer either. I believe it's the same alternate electric provider to "Duquesne" (instead of Duquesne LIGHT) spiel that I got from 412-503-3235, 412-503-8448, and 412-213-5032. This is a landline served by MCI METRO ACCESS TRANSMISSION SERVICES LLC just like the other two 503 exchange numbers .

I got this number too. The last time I got a 1800 caller. I did find it was a bill collector. This may be tied to a bill collector out of New Kensington PA. If you have verizon cell, you can block this nunber for 3 months from calling. Verizon land lines have a service for $3 a call to trace them to report them too.
