A spoofed number (old "Alcoa Number") that is disconnected.

Someone is calling using this number to verify contact has been made (robocall). They sell this data to telemarketers who then call with solicitations.

ID on phone said "Pennsylvania" 412-553-4368.

Spoofers are cowards who live to profit via the dark side by selling your info to spammers, hackers and telemarketers. Oh, sorry for the redundancy.
