Called last evening at dinner time; no message; now blocked! As already said above, this is likely the usual vets scam or maybe the lower electrical rate offer. Virtually all my 413 calls are one of these two scams. The answer to Dan's question is socioeconomic desperation, which also explains ths hot-spot of phony phone calls.
Left a "message". Just said "hello, hello" in a soft and sort of goofy sounding young adult male voice. I've gotten this from some other numbers, which makes me suspect that it's one of those recordings that telemarketers pass around, just like "Kevin" and "Rachel". 413 is Western Massachusetts, and I don't know anyone from there (and I don't know why anyone would want to live there).

Like "Ray" above, I only get unwanted messages from area code 413. Given that some are from so-called non-profits,
I think there is good reason to restrict their ability to make unwanted phone calls.
