They dont’ leave messages because of privacy rules under HIPPA. I think, but not absolutely sure, that you can sign something at the clinic so that they can leave messages.
Your number might be very close to another number that this entity calls. Or if it’s an automated dialing thing, it might be programmed to keep calling til someone answers. I just got a call from this number and recognize it as Children’s Hospital, but this time there was no one there, so maybe there’s a glitch in their system. I get appointment reminder calls from them regularly and they leave an automated message usually.
