Since it was a semi-local call, I decided to answer. Dead silence. So instead of saying hello again, I just waited and eventually hung up. Someone else reported it as Friends of Scott Walker, so I'm pretty sure that was it as I've been on their list for years. These orgs that are exempt from the do not call list really need their own separate list of those who refuse to donate by phone. So many people say they won't ever donate to anyone who calls, it really hurts them in the long run.
