Did not leave message and don't know anyone with that number

"Milwaukee WI"  on the caller ID.  No message.  Lots of newly spoofed numbers lately.
The phone companies have the power to stop these calls, but they won't.  They make money from every call placed, selling lists of spoofed numbers to the scammers, selling caller ID to us so we can see if it's a scammer call, and call blocker machines.   Why stop!
Until we come down on the phone companies and make this practice unprofitable, these calls will never stop.

"lower your credit card rates".  Crooks now using "SURVEY" as an id instead of "unknown"

The calls I get are from California, Wisconsin and kentucky. None from overseas. Cool your jets.

NOT power companies. Phone companies or independent scammers.
