The number is a VoiP from Verizon wireless.  It's a "robot" call about a past due balance and they call you if you are listed as a contact for someone who has a Verizon account.  I don't have an account with Verizon but I know someone that does.  The calls from that number don't stop until the account holder has paid their bill.  My advice: don't let an irresponsible person add you as a contact on their account.  It's frustrating!
