Sounds like a debt collector. The law prohibits them from disclosing any information about the debt including that the call is an attempt to collect on a debt with anyone but the alleged debtor without express permission. This the vague "personal business matter" description.
Called and told me that the call was about a personal business matter and wanted me to verify who I was by giving them my DOB and address. I told the caller that I didn't feel comfortable giving that info out since I didn't know who they were and she rudely said "ok then you have a nice day" and hung up

Called my cell phone, didn't leave a message. When I answered the second time, they asked for my date of birth and address. I asked them why. They said they couldn't tell me until they verified I was the person they were supposed to be talking to. I hung up.
Whoever this is calls all the time! I don't answer unidentified calls and they never leave a message. If they want to contact me about something they should put it in the damn mailbox and send it to me. After brain injury I get so mad it's just better if I don't answer them and cuss or yell at somebody. So irritating!!
