Just got call on my CELL phone (!) from the same #.
Initially a robo call with a girl-next-door type of voice offering to lower my credit card rate.
Pressed "1" to speak w/ a "consultant" who did not give his name, but (forgive me for profiling) sounded more like he was the guy-next-door to somebody in Jalalabad & who wanted to be sure he was speaking w/the "primary card holder."
After I put him on the defensive by insisting on knowing what card he was inquiring about ("umm, Visa") and what institution had issued the card ("ummmm, Bank of America" --which I suspect may be the most common one?) he was perturbed because I was "asking a lot of questions."
I then told the guy that before I give him any info (he naturally wanted my card #) he needs to tell me what he thinks the name of the primary cardholder even IS...  "ummmmm, Wendy?"  (not even close.)  I told him he was trying to scam the wrong person & hung up.
Usually these guys block caller ID, but since I had the number, I've already reported it to the FBI & the FTC, for whatever that's worth...  Might ought to contact Verizon, too, to make sure it wasn't also what you suggest -- someone trying to get authorization to use my cel #.  Great.

I just got a call from this number, same experience as above.. first robo call, then pressed "1", who had a heavy eastern european accent. Initially I assumed it was from my bank, so was was answering his questions, most of it was confirming the information which he already had (scarily, he had my name, bank name), but when he told a wrong information, I went defensive. Asked him which company he was calling from. He said some "Credit card services", which deal with BofA, Chase & CapitalOne. From then on I was very skeptical, asked him to again explain what this call was about, and then he said I have to confirm more information to get my interest rate lowered, like my card expiration date, so that he is sure he is talking to the primary card holder. Was fully convinced this was a scam, so disconnected. Will report it to FTC.
