I'm getting calls from this number as well. It's the same drug dealers selling prescription medication that have been calling me for a long time. They spoof your caller ID using various different numbers. Your best bet is to call the Federal Trade Commission and your State Attorney General and file a complaint. I get two calls a day from this non-existant number every day...just as I used to get from a similar number before it. Called Verizon and they put the first number on a "blocked number" list, which is good for only 90 days, and is limited to a listing of only 6 (or was it 8?) numbers, total. Verizon also said it is disguised number (not a real number), created to show up on a user's "caller i.d." screen. They claimed to be unable to trace it back and take any action against the calling entity.
I have the feeling that if I take the time to "block" this number too, then the next day it will simply re-appear under a new (non-) number!
It seems the carriers could take permanent action if they were so inclined, by monitoring for the known bogus numbers and tracing them back to a source, then moving to the next step to have authorities in that location take action for interstate/international telephone fraud....
Lacking imagination, I can only wonder who could possibly benefit from this kind of 'trolling' through the system but never doing more than confirming (if someone answers) that it has a 'hit' / "live' number at --- --- ----- . My thought is "...and SO??"
