call your phone provider and ask if they have a spam call blocker. The FTC issued an order in June telling them to do so. I think all cable companies have done so, just the big 3 are ignoring the order. I signed up with my cable company and the silence is golden. Every so often I hear the land line phone ring once and the caller goes away to the hot place down under where all scam telemarketers go.
do not reply to these type of calls. it just tells them to sell your number to all their associates and post it on the 'dark web' for sale to the highest bidder. Best medicine is to don't answer and call your phone provider about the FTC required June 18, 2015 free robocall blocking. Unfortunately my wireless company AT&T is playing dumb but my local cable company Wave and their competitor Comcast are offering it.
