Ditto other post...today received recorded msg from Officer Julie Smith IRS. Stated time sensitive must call back or possible arrest...Did not call back however I did report this # on the gov website. A few months ago article was in paper that this is another bad scam public be careful by answering or calling back personal info can be initiated/tracked.
There is a fairly common IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.
