Left a voicemail on the house phone. Apparently this is the IRS, but the lady sounds like a computer - and it was part of the way through the message, so if this is a person, why did they start talking when the voicemail was saying "You have reached...". Doubt it is the IRS. They left a number and said that I need to call them back and not to disregard this message. Should call before they take any action. I will be disregarding.
Total scam. Originates in either India or Pakistan.

IRS does not file lawsuits. Court action, if any is handled by the DOJ and all parties are entitled to legal assistance if it is a criminal matter. But--tax disputes are for the most part civil matters. 90% of all IRS tax disputes are settled administratively. IRS has absolutely no authority to call on local law enforcement for anything. Local law is never involved in IRS tax disputes. It has no powers of arrest. If LE is necessary, US Marshals do the job. IRS does not cold call anyone and ask for money. IRS does not accept Green card money paks for payment in any case. No one is prosecuted for ordinary tax disputes. IRS has absolutely no authority over anyone's professional license. Professional licensing is handled by state governments. Yes, levies on property to satisfy an existing tax obligation do occur, but only after a very long period of negotiation. And usually a lot of appeals. All determinations of tax liability are subject to appeals. All contacts by the IRS are initiated by US mail.
Just received a call from this number. It sounded like a recorded message and hard to hear because it broke up is some spots. Basically the message was " Return the call. Issue at hand is extremely time sensitive....agent for the Internal Revenue Service....call hot line 415-234-9597. Don't disregard this message and return the call before we take any action. Good bye and take care."
I have dealt with the IRS in the past and they never contact people by phone. Initial contact is always done by standad and certified US Mail Service.
