This caller calls all the time and doesn't speak when the phone is answered or doesn't leave messages when the phone isn't answered.

Has called many, many times with no message.  Never pick up unknown callers. in searching, I noted that Center for Independent Living shows up.  Think similarity is on purpose to fool you into answering.
