Called on Sunday morning, no message

Got a phone call from 415-528-6164, in the name of state police.  When asked what could I do? there was a disconnection.  Called back the number and got a message saying you have reached the voice mail of 530-415-5286.  Then researched this number and gave a name of Joshua Jay at 1956 14th St, Olivehurst, Ca 95961 ?????
