Called my phone 10 times in last week, no voicemails left

i need to know this number

I keep getting calls from this number looking for someone else, I repeatedly tell them to stop yet they keep on calling.

Called me at 0815 in the morning. not good when you work swing shift..Leave no message either.
I received 12 calls this week alone. What's wrong with these people and how did they get your number.
I call this cellphone harassment.

I'm pretty sure it's Charter.  They spoof my area code.
