I live on Long Island NY. I'm wondering if he is actually here on Long Island, since he wants me to meet him.

No he seems to talk like he is everywhere, the police said they are using numbers and transfering them to match where they care calling.
Call the DEA and your local police dept. they know what they are doing

Called and said he was DEA  special agent Eric Williams.  To call back at 415-691-4129.  We googled it and said it was a scam.
