It's a phone service use by cab drivers. When you call for a cab and they say that they will call you when the cab arrives at your pickup destination, the call comes through this service and number. If you haven't called for a cab and you get this call, it's likely that whoever did call for the cab gave them the wrong number (deliberately or not) or possibly the dispatcher wrote it down wrong. The service itself is legit (Flywheel used to be DeSoto cab).
