800notes has lots of posts regarding a very similar number (415-991-7603) which also started recently. (Oct 15)
My suspicion is both numbers are being used by the same party. Probably a scam. I don't answer unrecognized numbers.
Got a call approximately 9:15 am pn 11/19/2015 from 14159917604 ehrn I andwerrd it eas a recordong saying i had won a trip to the Bahamas and started in on a pitch. Then I hung up.
