I received a message on my answering machine from a caller with this number today.
Someone had difficulty hanging up after my recorded message had played and his angry remark was captured by my machine
I called back twice at my own expense and someone picked up the phone and then quickly hung up.
I shall report this person and make the recording of his voice available so that it can be investigated.

I am taking steps tomorrow at 8 am to report this person when the complaints office opens.
