I called the number back and it is a collections dept who is randomly calling people who have the same last name as someone they are looking for.

Some guy with a foreign accent offering a grant that never has to be paid back.....then he told me I was stupid and asked me if I was a real person......then said I sucked and I hung up on his sorry [***]
