The TOPS name is untraceable.  The address goes to a mailbox service called Envoy Business Services.  Their number on Dupont Street is 416.533.7630.  

When I called and asked about TOPS, and asked for a contact number for them, they said if I got a search warrant then they could give me some information.  I asked if TOPS was doing something illegal, and they said they were really busy and couldn't talk and I would have to phone their head office.  I asked for the head office number, but they said they were too busy.  I thought they were going to hang up, but they eventually said the head office site was at envoy.ca.

The site at envoy.ca shows that it is a franchise operation, but provides no address - only a 1-800-26-ENVOY number and an e-mail address.

The phone was answered by someone that did not really sound like they were running a business, but said that there were 'lots of reasons that I can't really go into ' why their clients like to keep things very private, and that they don't give out any information at all - not even confirming whether the business name someone is using corresponds with the business name the mailbox company was given.  They said if someone was doing something illegal to report it to the police, but they could offer no help at all.

Not surprisingly, "TOPS" and the mailbox company from where it runs from appears distinctly shady, if not downright illegal.

The number is registered to Bell Canada as a provider, but reverse lookup does not show who it is registered to.  A painful call to Bell Canada eventually got them to agree to 'send a fax' to whoever owns that number (since Bell knows who owns it) requiring them to cease faxing to my numbers within 48 hours.

Perhaps if everyone that receives these faxes (which in our case are just coming to a regular phone number, which is ten times more annoying) calls Bell to ask the same thing, eventually even Bell will get the message that something is wrong here.
