They called my cell phone and when I picked up no one said anything. But loud in the background

Keeps calling.  Leaves no message.  Different web site says this number is not the true caller, but a disguise number.

This number keeps calling my cell-phone  It is no one I wish to talk to!!!
Get them  off my back!

They won't leave a voicemail and the call late & back to back.

The phone rang and no one answered.  Could it be some informant regarding the integrity of Hilary's email scandal?  Or possibly someone telling me of yet another controversial executive action?
