2nd time caller - 2nd time I refuse to answer...

Called....2 times ..... did not answer.    They left no VM....

They called several times, no one at the other end. I called back, the call cannot completed as dialed.

Spoofed caller id. That spells SCAMMER. It's also not a good idea to call these numbers back, it can result in more scam calls.

I did not answer since I did not recognize the number. They left a blank vm.
