This guy has called several times.  We decided to answer once and he said our computer had been hacked.  My wife asked how would he know unless it was him that hacked it.  He said "We got a message here that told us." We hung up.

I get several calls a day from this number. See his name so didn't answer several times. I finally did and no one on the line. So aggravated since it's so many times. No msg left. Who do I contact to have someone with authority find this person and take some kind of official action against him?

Got the same call. I engaged the guy in conversation, hoping to waste his time and money. After playing around, I asked kind of offhand if he wanted to connect to my computer. He got real happy, and then I told him "It ain't gonna happen, a**hole". Then I hung up on him.

Most of these calls are coming from India and Pakistan.  You can report it to microsoft, and to the FCC/DNC - Microsoft will go after them if they can find them. Not much the government can do though since it is a foreign country we have no jurisdiction in.

Consider getting a call blocking device or phone.. You can google them and many are around $40.00 or so. If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number. For tracfone & straight talk:

Report your callers here, not just to the DNC alone:

https://consumercomplaints.fcc.gov/hc/en-us
https://complaints.donotcall.gov/complaint/complaintcheck.aspx?panel=2

For text messages: forwarding any text message spam you get to the short code  “7726,” which spells “spam” on most phones, to alert your network operator to the abuse. ATT won't accept 7726 But they will accept BLOCK and return a message that the web site is blocked. forward the texts to 7726 or BLOCK, depending on your phone carrier.
