Call came in while on phone - did not answer, no message left

Not the first time I got this call about IRS and owing back taxes.  I don't owe any back taxes.  I chose 7 to opt out of these phone calls, but they keep calling.  Not so funny part is, this is my company cell phone, not mine, so they are also tying up a business line.
