"...if you have completed this process, or are not interested, press "#", or press * to speak to a representative" . . . was all that was left on the message.  I have taken this call before, and I believe the beginning of the speech was to get "zero interest rates on all my [credit card] accounts".  Obviously a scam to get your card numbers!  final digits "9311" are amazingly common amongst the scammers.  Also seen before was the caller ID "Invalid Number".
