Started getting these calls after going through the healthcare.gov website, to the phone number that we tied to that account. We hadn't answered, since we are living in PA now, and expecting a call from a PA agency. Google was able to give me a full name and address of the caller: Jessica Flesher of Ashland, Ohio, with an association to a robocalling company called Individual Health Quote. (Seriously - all this info was within the first 10 results - I was shocked!)

Follow-up to this: Number was definitely spoofed. Caller was male and based out of Nevada - claimed that the Ashland number was 'where their call-center was located'.
