Who called from 4232471296

I got a call from this #, also, at 7:20pm...no message was left...

Called at 5:30pm left no message. Caller ID simply states "East Tennessee".
I know that the 247-xxxx prefix is usually used in the Kingsport TN area, but I have no idea who this caller is.

Calls once or twice a week at odd times on cell.

This number 423=-247-1296 looks like it should be in the Kingsport, TN area.I didn't pick up because it was from East Tennessee before the number and calls like this should not be tolerated after 9 p.m.
