I've figured a little bit out about this operation, they're using service provided by Covista of Tennessee, but their equipment could be anywhere as Covista may just be providing them VOIP service and trunks. I found a company called Revocalize online today that lists "lead generation" for security systems, and called them, and pressed option 2 for customer service.
The guy who answered said that indeed they are conducting calls as "Home Security Group" and that they only contact opted-in customers. (I of course said there was no way I was opted in, but that didn't seem to matter.)
