when my vonage home phone makes a call, the caller id on the phone I am calling registers it as coming from 423-790-3045, though this is NOT my phone number, and when I call 423-790-3045 it says it is an inoperable line. So I don't know why, but apparently vonage uses this number for some purpose

This is because they have an automated system that will call you
periodically to see the average times that you might be available. Once they get there average they will forward it to their telemarketing department and advised them of the best time for them to call you that they might reach you.
