Why are the ACO allowing someone to make calls from the jail at 1 am?

got a call from 4238225732 my sister saying shes in jail, she was told i will come get you but not her husband, for very good reasoning, she refused saying no dont come get me... sounds weird.. is this number really from hamilton county jail
