Guy named Chris Black left a message from a place called Legal Services stating that an attorney in that office received a complaint against me over a debt and needed me to call this number. He stated that papers had been mailed to me. I haven't received a thing. Sounds like a scam.

I got a call from them paid $542 to them still haven't recieced my paperwork they had my mothers phone number to initially get a hold of me and I did owe the debt they said I did but they won't mail me my paperwork and its been since Sept. They claim they have sent it out a dew tines and don't know why it hasn't reached me but I don't gave any problems with any other mail and his secretary is Charlie Campbell. Does anyone know anything about this Harris and Associates?

You aren't going to like this. You are suppose to ask for paperwork BEFORE you pay a collection agency. They are required by law to send you, by US Mail (not fax, text, email, or phone call), PROOF of debt. You just paid $542 dollars to 'someone' who called you. I think you guess how this is going to end.

As was pointed out to you, you never pay a debt until the debt collector validates it after receiving your certified, return receipt letter telling them to do so.  And to make matters worse, since you paid so easily, they now have you on the easy marks list and you will be getting a ton more calls looking for you to pay nonexistent or alleged debt.
This is what they are required by law to do:
Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.
