A woman originally called me about a month ago informing me that I had won a scholarship to study cosmetology, something I never applied for. I did not get her information though, since I never completed any process I didn't think anything of it. However on 10/21/2015 a man Named Frank Cooper called me , claiming he was from LAPD, he accused me of owing money for a fraudulent scholarship, he said I had to pay a fine of $500 and this could only be paid via Prepaid Card. I never received no documents , no billing statements nothing. Today he calls me so I could pay but since I do not have a prepaid card he said he would call me on Tuesday 10/27/15 so I have time to buy the Prepaid card and complete payment. when I asked for a physical location or a website that I could log into to see this information and he hung up.
