caller left that number a place to call with words plus or minus saying we're from the government and we are going to open a can of whoop [***] on you if you don't call back (and no doubt pay us some money)

I got these guys on the phone a while ago. They have a good game voice but obviously an India call center. I almost feel sorry for them; imagine how they must be ridden by their bosses.
