Call came in on my cell phone stating that there was a personal complaint under my name. I pressed 9. Lady stated that someone was trying to sue me for a loan. I know of no such loan. Wanted my last 4 of social and my mailing address. Kiss my [***].... You called me. Do not give these people your info.

Got a call from this number leaving a message that someone has "filed a complaint with your name". Told me to call 877-968-9267. Pretty sure this is a scam.
They are a ghost/phantom debt collector - there's been a rash of this activity again - lots of different numbers with the same vague company on the other end. If you want to, place a complaint with the Consumer Financial Protection Bureau.
