When this number calls and I answer there is no response. After I say "hello" 4 times, the call disconnects.

It's an affiliate company of a website you might have visited from your device, calling to offer a "possible gift card of $100", a marketing ploy that will probably get you name on a multitude of call lists when you try to redeem the "gift".  Just call them back and wait until the very end of the message and opt to be put on their do not call list.  This will take about 72 hours to take affect.
