An extortion scam is all that's going on. The "IRS" does business through the US Postal Service, and steers clear of the practice of randomly delivering threats. It's a ruse to try and scare you into calling back and paying a bogus debt. Do NOT return calls to unknown numbers, either. Expect them to be duds to hide the caller's true whereabouts.
