Who cares if they laugh or not, just ignore them. Giving them attention will waste your time. But if you have time, curse them out, play around with their heads, and waste their time.
Since the FCC cannot, or will not, stop them then everyone should simply get a referee's whistle and blow it as hard and as long as they can every time a real person comes on the line. Not sure if it will make them stop calling but I certainly get some satisfaction each time I do it. If everyone did this then the problem would go away.
Got this call again today and reported it to state and fed DNC for all th good it will do. Same garbage about security services. I learned a long time ago telling them you are on DNC list and asking them to stop is useless. They laugh at you and hang up. I will have to buy a new phone with blocking capabilities.

The alarm companies will only speak to a homeowner, so I play along... I tell them that I live with (insert relative here) and am visiting/live there/take care of them. I tell them to hold on, then talk to "Mom" in the background. I go back on the line, saying that she is taking supper out of the oven/in the bathroom/taking clothes out of washer. I assure the telemarketer that she is interested in a medical alarm and will probably want to take advantage of their offer. I tell them that she's in a walker, so it will take a little bit to get to the phone. I then put the phone down.
I've had telemarketers stay on the line for as long as 22 mins. They have to make so many calls/sales each day, so they will want to blacklist my number. I have yet to have one call back.
If these baboons are selling the GE home security system, then you also need to call GE corporate and complain to them about their re-seller's robo-call marketing methods - which happen to be illegal.
Nothing gets a response like a high possibilty of a public black eye and the resultant negative publicity and the revenue drop to follow.
GE has the ability to find these goons who re-sell their products and services. They can also revoke their agreement to allow these baboons to re-sell their products and services. They could also sue these baboons if they cause harm to the GE reputation by their illegal robo-call marketing.
Always follow the money. Just like finding a skunk, the stink will lead you to the source of the problem.
GE is looking the other way on this right now because people are mad at someone else called Security Solutions or Security Services - a company that probably in all honesty does not exist. Their name (GE) is out of the picture - yet they are receiving the benefit of this robo-call marketing, so perhaps they should suffer some of the fallout from this crappy marketing method. It is illegal.
