No one gets arrested for owing money. Went out a couple of centuries ago. What is happening is that criminals are trying to scare you into paying them extortion money. Since you didn't tell us what the name of the company is, probably because it was not understandable, I am post links to both the IRS scam and the debt collection scams since they both use the MO.

Keep in mind that no one calls you to tell you that you are going to be "arrested", for the simple fact that the real law enforcement would not want to give you time to get out of town. And paying money for those charges to go away, well that is considered a bribe.
They called the message was so fast all I could out of the message I until 11 o'clock today or I would arrested I call that number a least 4 time all I got the party you are. Trying to reach is unavailable and that they would notify that I call
