It's Capital Risk Services, a debt collector with a BAD reputation. They call themselves a mediation service in an attempt to skirt the law. From what I've read on other posts they try to collect on OLD debts that have passed the statute of limitations. Here's an 800 notes thread on another number that they use:

They seem to have a propensity for attempting to collect phantom debt as well.
NEVER give them any information on the phone. Demand verified written proof an any debt mailed via USPS. Never acknowledge any debt. Read the FTC's advice on how to handle real debt collectors, how to differentiate between real and fake debt collectors, phantom debt and some more. You might especially like the last link about a woman who won an $82 million settlement from an harassing debt collector.
