I agree with you about those exemptions. To be honest I don't trust these so called political or survey calls. I have seen one too many displaying bogus numbers.

Caller ID said Mtnlk Terace WA (which I assume means Mountlake Terrace WA).
I've gotten calls from Mtnlk Terace WA before (altho a different number), and it turned out to be political bs.
Reported the call to the FTC (888-382-1222) anyway.
If I had my way, political and charity calls would ALSO be subject to the DNC registry...

Just received a call on my cell from this number. I answered since I know people from that zip code. I said hello and waited. After some time, I heard a breath and then they hung up. Have no idea who it is. They now go straight to voice mail.
