I have gotten calls from this number three days in a row.

It is an illegal robocaller advertising credit card debt help.  If you let the call go to voicemail, there is an option (#3) to allow you to get off their list (of course, being a recording, this doesn't work), but if you actually answer the call (which I did on day 3 to get rid of them), the option of getting off their phone list is not available.
